NPSO calls for industry views on initial Confirmation of Payee API logical specification

The New Payment System Operator (NPSO) – the UK’s leading retail payments authority – today (23 July 2018) invites industry comment on the recently-published initial Confirmation of Payee API logical specification.

Confirmation of Payee (CoP) will provide a payer with information to give them assurance that the account to which they are making the payment belongs to the intended payee. This will help to address potential detriments associated with misdirected payments.

The NPSO is collaborating on this project with the Open Banking Implementation Entity (OBIE), the government-backed initiative that aims to bring more competition and innovation to financial services. The NPSO will be utilising the Open Banking Architecture (Directory) to support the CoP service.

A key part of the development work is to define the architecture which will support CoP using an open API specification, facilitating the requests and responses between payers, payees and Payment Service Providers (PSPs).  In June 2018, the NPSO published the initial API logical specification on the Open Banking developer portal.

Towards the end of the summer the NPSO intends to publish the final technical specification to enable prospective participants in CoP to develop and offer CoP services to customers.
